"Ding" Darling won his first Pulitzer Prize for this cartoon drawn in 1923. Warren Gamaliel Harding was the Chief Executive referred to in panel three. Herbert Hoover was the mining engineer referred to in panel one. Darling believed that anyone who was hard-working and diligent in the pursuit of his or her goals would achieve those goals.
